Swillburg residents are invited to attend the NBN6 Meeting on February 9th, 2026 to discuss the Highland Park and Cobbs Hill Reservoir Project.
David Rowley, Manager of Water Production will discuss the options for Highland Park and Cobb's Hill Reservoirs to come into compliance the with the EPA's "Long Term 2 Enhanced Surface Water Treatment Rule".
In 2006, the USEPA adopted the LT2 regulations that impacted all uncovered water storage facilities, including all three Reservoirs (Rush, Highland and Cobb's Hill). Of particular concern to NBN6 is Highland Park Reservoir. Three options are on the table: 1.) decommission, 2.) treat with UV rays or 3.) cover it. All are welcome to attend the February 9th meeting of at Olmsted Lodge in Highland Park to hear more details of the options for both reservoirs. NBN6 is a coalition of city neighborhoods located in the southeast of Rochester, NY. (Azalea Neighborhood, Highland Park Neighborhood, Lilac Neighbors, South Wedge, Swillburg, and Upper Mount Hope Neighborhood.) Originally formed as part of the ‘Neighbors Building Neighborhoods’ initiative, the group of Sector 6 neighborhoods have continued to meet and work together towards common goals.
